Online first aid courses

Delaware falls under federal OSHA (no approved State Plan): there is no fixed first-aider-to-worker ratio, but under 29 CFR 1910.151(b) an employer must have one or more persons adequately trained to render first aid when no infirmary or clinic is in 'near proximity' — which OSHA reads as a 3-to-4-minute response in high-hazard settings and up to 15 minutes in low-hazard ones.

Delaware's DELACARE regulations (9 DE Admin Code 101, § 34), administered by the Department of Education's Office of Child Care Licensing (OCCL), require staff qualified to be alone with children to obtain First Aid and CPR certification with a skills demonstration during an orientation period of no more than two months of hire, with at least one certified staff member present during all hours of operation, including field trips.

In Delaware, 16 Del. C. § 6801 grants immunity to a person who voluntarily and without expectation of compensation renders first aid, emergency treatment or rescue assistance, with protection extending to AED users, acquirers and CPR/AED trainers.

The Delaware Board of Nursing makes continuing education a condition of licence renewal, requiring 30 contact hours per two years (including 3 hours on substance abuse), of which up to 8 hours may come directly from BLS, ACLS, PALS or NRP courses.

In Delaware, nursing assistants in assisted living and long-term care nursing settings must hold Healthcare Provider-level CPR/BLS certification — adult, child and infant CPR, AED use, two-person assist and bag-valve-mask — completed with a hands-on skills component, under the Delaware Board of Nursing.

Foster-care licensing in Delaware requires current first-aid and CPR certification with a hands-on skills demonstration appropriate to the ages of the children placed, delivered by a recognized organization and administered by the Department of Services for Children, Youth and Their Families (DSCYF), Division of Family Services.

Online CPR and first aid training is recognized in Delaware, including for the workplace requirement where no explicit ban exists, though OSHA recommends a hands-on skills-demonstration component especially for CPR.
